Various balance tweaks
- Add grapple hook sounds
- Prevent grappled mobs from attacking
- Stop grapple velocity when grappled mob reaches target
- Slightly buff wind charge knockback
- Make breeze rods reset downwards velocity like blaze powder
- Buff nether star damage
- Buff sonic boom knockback
- Fix tool weapons breaking blocks when hitting entities
- Fix any tool breaking shovel-mineable blocks
