Transfer

Adds an Command to use the Transfer added in 23w03a. Introduces the /transfer command.
The syntax is /transfer <player> to <domain> <port>.

Allows players to specify the target player, destination domain, and an optional port.

The reciving server needs to have accepts-transfers set to true in the reciving server.

This Mod does NOT work in Singleplayer!
